Gov. Kevin Stitt vetoed 19 bills in this session and the Legislature voted to override 10 of those vetoes.
Senate Bill 1002, Senate Bill 4018, House Bill 2749, House Bill 2750, Senate Bill 1805, House Bill 3663, House Bill 3819, House Bill 3824, House Bill 4018 and House Bill 4049 were vetoed.
HB2760 would have reduced the amount of credits under the Affordable Housing Tax Credit from $4 million to $2 million.
HB2750 would have more than doubled the obligations of the Oklahoma Capitol Improvement Authority is authorized to issue and sell to fund the state’s matching contribution to the Oklahoma State Regents Endowment Trust Fund. That amount was increased to $150,000,000 in 2010. Stitt said the state can’t afford to match the private contributions. That veto was over-ridden.
HB2749 would have put a cap of $671,200,000 on state matching funds for creation of endowment accounts in the Oklahoma State Regents Endowment Trust Fund. Stitt wants the governor and lawmakers to have a say on what kind of chairs and professorships would be matched by these funds. That veto was over-ridden.
SB1703 would have added the University Hospital Trust to a list of public entities eligible for sales tax exemptions. Stitt said this is not the time to enlarge the list of tax exemptions. If passed, it would cost the state more than $11 million.
HB3819 would require any contract or agreement of any state office to be open for inspection for any member of the Legislature. Stitt said lawmakers already have the Legislative Office of Fiscal Transparency (LOFT) to take care of that. It was over-ridden.
HB3824 would have given the Legislative and Judicial branches an exemption from fees and costs of services by state agencies.
HB4018 and SB1002 relate to rural broadband access and it was over-ridden. HB4049 helps tag agents and it was over-ridden.
The Legislature met just 36 days this session — one of the shortest sessions ever. They met just one day between March 17 and May 4.
